7 years of experience in public policy with strong modelling and quantitative skills

Elena has conducted quantitative modules for multiple projects on regional development, incl. projects on increase of regional budget incomes.

Since 2012, Elena is also with the Center for Economic and Financial Research and Development in Moscow as a researcher.

In 2011-2012, Elena was with the Federal Compulsory Medical Insurance Fund as a leading expert for creation of a mathematical system for distributing subventions between regions of Russia; promoting the budget planning legislation for the territorial health insurance funds; contributions to developing the system of indicators for efficiency of medical support. Elena teaches a course devoted to industrial organization at the Department of Mathematical Methods of Economic Analysis (Faculty of Economics, Lomonosov Moscow State University)

She twice ranked second in the Moscow State University international scientific conference "Lomonosov" on related topics.
